Financial Services and General Government

Recipient: Aquidneck Island Planning Commission

Project: Advancing Economic Opportunities for Aquidneck Island

Location: Newport, Rhode Island

Amount: $308,000

Purpose: The Aquidneck Island Planning Commission, which helps stakeholders to coordinate economic and infrastructure development, requests funding to facilitate planning among town councils, town managers, planners, tribal leaders, state agencies, and residents in the island's three municipalities.

Project: City of Providence-Knowledge District

Location: Providence, Rhode Island

Amount: $500,000

Purpose: The City of Providence requests funding to create a hub for medical and life science research in the City's proposed 200 acre "Knowledge District." This funding will allow the City and its partners (Brown University, Johnson and Wales University, Rhode Island School of Design, Rhode Island Hospital, Women and Infants Hospital) to develop a growth and land use plan for the District and market it to attract other partners. The City will conduct infrastructure capacity analysis and preliminary design to ensure that physical infrastructure will be in place to support proposed development.

Project: City of Providence-Neighborhood Markets

Location: Providence, Rhode Island

Amount: $1,900,000

Purpose: The City of Providence requests funding for infrastructure improvements to help small business development in selected commercial areas (Hope Street, Wayland Square, Charles Street, and Smith Street). The funding will support the installation of lighting to re-enforce the historical aspects and architectural attributes of each district and define the streetscape. In addition, funds will be used to hire a Neighborhood Markets Coordinator and to implement neighborhood design standards and features.

Project: Higher Education Consortium for Rhode Island Entrepreneurship

Location: Providence, Rhode Island

Amount: $250,000

Purpose: Johnson and Wales University requests funding for its Rhode Island Small Business Development Corporation (RISBDC) to expand student-led business consulting services, such as advertising, marketing, feasibility studies, and graphic design. The RISBDC will collect baseline data, document program progress, and produce quarterly reports on jobs created and other indicators. Johnson and Wales will collect data on outcomes related to students' experiences. Funding will enable Johnson and Wales to staff and equip a project management office to coordinate the service network.

Project: Rhode Island Manufacturers Workforce Development Initiative

Location: Providence, Rhode Island

Amount: $150,000

Purpose: The Rhode Island Manufacturers Institute (RIMI) requests funding to develop a curriculum for schools and other workforce agencies that will focus on the skills that manufacturers involved in complex specialties (such as pharmaceuticals and biotech) are looking for in new hires. Along with curriculum development, RIMI will partner with state and local workforce agencies to promote manufacturing careers and to conduct outreach to dislocated workers.

Purpose: The Rhode Island Economic Development Corporation (RIEDC) requests funding to capitalize its Small Business Loan Fund Corporation. Since 1986, RIEDC has been successfully operating a revolving loan fund through capitalization funding provided by the Department of Commerce. This funding would be used to expand RIEDC's capabilities to include a more flexible lending source to assist small businesses. The project would benefit Rhode Island by providing working capital for the state's small businesses.

Project: Economic Growth Initiatives for Agriculture in Rhode Island

Location: North Kingstown, Rhode Island

Amount: $250,000

Purpose: The Rhode Island Rural Development Council requests funding to support the sustainability of agricultural associations and cooperatives through marketing and educational programs for students, new farmers, the general public, and industry professionals. Funding will also support grants to fund infrastructure for local growers, marketing assistance, and campaigns to promote local produce.

Project: Small Business Incubator

Location: Providence, Rhode Island

Amount: $160,000

Purpose: Social Venture Partners Rhode Island requests funding to support an incubation program that will provide social entrepreneurs with business expertise, mentoring and access to social investors. In addition, funding would provide accounting, business, administrative, and other operational assistance to social venture entrepreneurs in Rhode Island. Funding would support start-up expenses for the program, including salaries and expenses.

Project: Rhode Island Community Data Profiles

Location: Providence, Rhode Island

Amount: $300,000

Purpose: The Providence Plan, a joint venture of the City of Providence, the State of Rhode Island, the academic community, and the private sector, requests funding to update its website tools with new Census and government data in order to provide a statistical snapshot of all Rhode Island's communities. These improvements will enable the Providence Plan to provide a planning and economic development resource for those doing business in Rhode Island.

Project: Middletown Aquidneck Corporate Park Improvement

Location: Middletown, Rhode Island

Amount: $120,000

Purpose: The Town of Middletown requests funding for Phase 2 of the Aquidneck Corporate Park (ACP) improvement project. This funding will be used to install new directional and business signs, and will be matched by outside funding for additional infrastructure improvements. These enhancements will significantly improve the park's functionality, while also attracting new businesses to the park.

Project: Self-sustaining Economic Development

Location: South Kingstown, Rhode Island

Amount: $500,000

Purpose: The University of Rhode Island Research Foundation requests funding for a center to promote the development, expansion, and sustainability of small businesses. The center will focus on helping to develop and commercialize innovations and intellectual property developed at the University of Rhode Island and elsewhere in the state. Funding will be used for business planning, marketing , technology assessments, intellectual property guidance, licensing, and support for pursuing Small Business Innovation Research, Small Business Technology Transfer, and related opportunities.

Project: Middletown Fire Station Expansion

Location: Middletown, Rhode Island

Amount: $3,700,000

Purpose: This project will expand the existing fire station to allow the Town of Middletown to meet its increased obligations. The Town of Middletown has recently committed to providing fire protection and emergency medical services for Navy housing located outside the secure fence line of Naval Station Newport. The fire station expansion is a two-phase project, which will consist of the demolition of the former police station to make room for new apparatus bays, and the construction of training and office space.

Project: Fire Department Headquarters Construction

Location: Smithfield, Rhode Island

Amount: $6,300,000

Purpose: This project will fund a new headquarters for the Smithfield fire department, which will serve the area around Rhode Island State Highway Routes 7 and 116. This area has been identified as a "Priority Development Area" in the Statewide Strategic Plan for Office and Industrial Site Development. Existing emergency services facilities cannot adequately support the expanding development in the area, which includes Bryant College and Fidelity Investments. Recently, Bryant College added a new townhouse building and residential hall, and Fidelity Investments added a new 550,000 square foot facility. The current fire department headquarters lacks the necessary square footage to effectively serve the surrounding community and manage emergency operations.

Organization: Watch Hill Lighthouse Keepers Association

Project: Watch Hill Lighthouse Seawall Repair

Location: Westerly, Rhode Island

Amount: $250,000

Purpose: The Watch Hill Lighthouse Keepers Association (WHLKA) would use federal funds to repair a 200+ foot section of the eastern seawall at the historically significant Watch Hill Lighthouse. Constant erosion threatens to topple the wall and cut off access to the lighthouse. A 2007 storm actually breached this section. A 2009 engineering report concluded, "The wall in its present condition is a threat to anyone near the wall and reconstruction or other protection measures need to be implemented at once." Since 1986 the WHLKA has maintained the lighthouse buildings and property under a lease from the United States Coast Guard (USCG). The repairs would enhance public safety and ensure continued access for the USCG to keep the light and foghorn operational, and access for the public to the 150 - year old lighthouse.

Agriculture, Rural Development, and Related Agencies

Project: Pocasset River Watershed

Location: Rhode Island

Amount: $7,300,000

Purpose: Funding is requested to continue the implementation of a watershed plan for the Pocasset River in the City of Cranston and Town of Johnstown. With funding provided in FY 2010, easements are being purchased for several residential properties along the river and design work is beginning for flood wall construction. In FY 2011, NRCS will build up to two flood walls along the river to protect commercial and residential property owners who continue to experience severe floooding, including again in the first quarter of 2010. This is a critical part of the Pocasset Watershed Plan which recommends the removal, rehabilitation (flood-proofing), or relocation of endangered homes; the restoration of natural floodplains; and the construction of floodwalls.

Project: Comprehensive Groundwater Study

Location: Jamestown, Rhode Island

Amount: $350,000

Purpose: The Town of Jamestown (Conanicut Island) requests funding for modeling to determine the fresh water flow-through and new areas for potential well sites. Public water supply users of Jamestown have seen water and sewer costs triple in recent years while non-public water supply areas suffer drinking water shortages because of limited supply. Although Jamestown has a comprehensive water resources strategy that includes avenues to supplement the supply and insure drinkability, there is not a clear understanding of how water sources are replenished. This funding will provide clear data on the future viability of the water supply, aiding in development decisions.

Project: Innovative Aquaculture

Location: South Kingstown, Rhode Island

Amount: $1,150,000

Purpose: The University of Rhode Island (URI) requests funding to improve the production of important commercial fish species and provide therapeutic products for a wide variety of finfish species, focusing on bluefin tuna. Over the past forty years, wild bluefin tuna stocks have declined significantly in the North Atlantic and the commercial fishery in the northeastern United States alone has declined by more than 90%. Funding will help develop technologies for commercial culture of bluefin tuna in Rhode Island and to replenish overfished stocks. Funding will also be used to investigate and develop methods to prevent and treat infectious diseases, one of the primary impediments to aquaculture, as it reduces the yield of cultured fish.

Project: Nursery Production, RI

Location: South Kingstown, Rhode Island

Amount: $250,000

Purpose: The University of Rhode Island (URI) requests funding to develop an insect-resistant variety of eastern hemlock. The eastern hemlock is a dominant conifer in many northeastern forests and an important landscape plant. An invasive pest, the hemlock woolly adelgid, has devastated hemlock populations from Maine to the Carolinas. Chemical control is impractical in forests, and there are no effective biological control agents. Adelgid-resistant eastern hemlocks would provide a tool for combating this pest. URI will colloborate with Rhode Island nurseries to produce, grow, and distribute hemlock trees derived from natural stands that have been found to be highly-resistant to this pest. This will solve a major problem for regional landscapers, and conservation and forestry industries, while also providing a new crop for nurseries in Rhode Island, where production of hemlocks has ceased because of the presence of this invasive insect pest.

Project: Tick-Borne Disease Prevention, Rhode Island

Location: South Kingstown, Rhode Island

Amount: $550,000

Purpose: The University of Rhode Island requests funding for comprehensive research and outreach programs to mitigate the impacts of tick-borne diseases in Rhode Island. Funding would be used to continue the development of tick-borne disease forecasting tools to provide residents of Rhode Island and the region with real-time tick encounter risk information. It will also be used to continue innovative anti-tick vaccine discovery research.

Commerce, Justice, Science, and Related Agencies

Organization: Boys Town New England

Project: Expansion of Boys Town New England Programs

Location: Portsmouth, Rhode Island

Amount: $175,000

Purpose: Boys Town New England (a non-profit, non-sectarian organization) requests funding to integrate the Boys Town Treatment Family Home program, the Boys Town Treatment Foster Care program, and its In-Home Family Services program to serve more at-risk girls and boys who are in the child welfare and juvenile justice systems. It is expected that through these services, incidences of abuse, neglect, and delinquency will be greatly reduced along with the need for further out-of home-placement (residential and foster care or a correctional or prison facility).

Project: Rhode Island Mentoring Partnership

Location: Woonsocket, Rhode Island

Amount: $750,000

Purpose: The Rhode Island Mentoring Partnership requests funding for programs for at-risk youths. Funding will support 25 mentoring programs that serve 2,500 children, primarily in urban core and urban ring communities. It will also provide program support and training, as well as assisting with mentor recruitment and background checks.

Organization: City of Newport

Project: Implementing Enhancements to Existing Services

Location: Newport, Rhode Island

Amount: $360,000

Purpose: The City of Newport requests funding to provide its Police Department with new equipment and technology, including ballistic protective vests and ballistic protective helmets, an enhanced in-station digital video recording system, and an Emergency Notification System and secondary police dispatch center at the Newport Emergency Operations Center.

Organization: City of East Providence

Project: Public Safety MDT Project

Location: East Providence, Rhode Island

Amount: $200,000

Purpose: The City of East Providence requests funding for the purchase of new Mobile Data Terminals (MDTs) for its police department. The current police cruiser-based MDTs are outdated and must be replaced. The new terminals will allow officers to have instant access to the department’s records management system via wireless network. Since reports can be completed remotely, officers can spend more time on patrol and less time at headquarters processing paperwork. The new terminals will also allow greater connectivity and coordination between police and fire departments.

Project: Predictive Policing Initiative

Location: Providence, Rhode Island

Amount: $1,200,000

Purpose: The City of Providence requests funding for its Predictive Policing Initiative, a system that will use real-time crime data analysis to create crime prevention strategies, assist in officer deployments, and assess crime strategy effectiveness. The initiative will focus primarily on violent crime to include: homicide, aggravated assault, gun, and domestic violence-related crime. Through crime data and trend analyses, the department will implement evidence-based crime strategies and strategically deploy police officers to those areas affected to prevent crime. Funding will be used for information technology, technology personnel, and additional patrols.

Project: Public Safety Technology

Location: Providence, Rhode Island

Amount: $1,000,000

Purpose: The City of Providence requests funding to help complete the build-out of its Mesh mobile data network, which connects all the public safety vehicles to the Computer Aided Dispatch System and NICS systems. Funding will also be used for video surveillance network at sensitive sites, including local hospitals, colleges, universities, port security cameras, and other sensitive sites.

Project: Expansion of Support Services

Location: Providence, Rhode Island

Amount: $300,000

Purpose: Day One requests funding to expand advocacy and clinical programs for adult sexual assault victims, child victims of sexual abuse, and their families. In addition to its services for adult victims, Day One’s Children’s Advocacy Center (CAC) allows child victims to tell about their abuse one time only to a multidisciplinary team of professionals and helps to ensure that young victims will no longer have to endure the trauma of multiple interviews or frightening court proceedings. In addition, the CAC benefits the community because its work leads to higher prosecution rates for child sexual abuse crimes.

Organization: Institute for International Sport

Project: Sports Corp - Rhode Island

Location: Providence, Rhode Island

Amount: $125,000

Purpose: The Institute for International Sport requests funding for a program for at-risk youths in Providence and Pawtucket. Under the program, recent college graduates who have distinguished themselves as scholar-athletes and scholar-artists will work with at-risk youths to implement the Institute's “Sports Corps” program, which seeks to reduce conflict and violence by establishing common ground around sports activities.

Project: Nonviolence Streetworkers Program

Location: Providence, Rhode Island

Amount: $300,000

Purpose: The Institute for the Study and Practice of Nonviolence seeks funding for its Nonviolence Streetworkers program, which helps prevent youth violence in neighborhoods in Providence, Cranston, and Central Falls, Rhode Island. The Streetworkers are available 24 hours a day to offer and offer immediate support to victims of violence and their families. They work with the family and friends of victims to come to terms with the event and reject the idea of retaliation. The Streetworkers program will expand its capabilities to cover neighborhoods where gang activity is prevalent.

Organization: John H. Chafee Center for International Business

Project: Rhode Island Export Development Program (RIEDP)

Location: Smithfield, Rhode Island

Amount: $500,000

Purpose: The John H. Chafee Center for International Business at Bryant University requests funding to create a state-of-the-art technical center run by professional staff, Bryant University faculty, and student researchers. It will offer the latest in distance learning methodologies, web-based training, and integrated global information networks to enhance the development of international business opportunities for manufacturers and businesses in Rhode Island. This will include on-site training programs and seminars, e-learning, trade webinars and seminars, international market research, and web-based trade databases that will assist companies in maximizing international trade opportunities.

Project: Phoenix House Drug Treatment Initiative

Location: Providence, Rhode Island

Amount: $750,000

Purpose: Phoenix House requests funds to provide intensive family counseling services for adults with co-occurring disorders and related problems. Increasingly, patients are presenting with acute substance use problems and a broader range of co-occurring disorders related to trauma, mental health, and family issues. Traditional funding streams do not cover the costs associated with providing intensive counseling services, which help individuals recover, reunite with their families, and become productive members of their communities.

Project: Project GOAL - Soccer for Success

Location: Central Falls, Rhode Island

Amount: $200,000

Purpose: Project GOAL requests funding for educational programs that provide at-risk youths with positive alternatives to negative peer pressures and gang involvement. The project will focus on communities where soccer has a strong cultural influence. It will provide participants with soccer-based leadership responsibilities, education, and workforce development opportunities.

Organization: Providence After School Alliance

Project: AfterZone

Location: Providence, Rhode Island

Amount: $500,000

Purpose: The Providence After School Alliance (PASA) seeks funding to expand its after-school program for at-risk students. PASA's AfterZones are “neighborhood campuses” that offer learning programs in schools, recreation centers, and other community locations. The AfterZones serve 1,800 youth annually, coordinating activities with a variety of outside partners, such as the Providence Housing Authority, the parks and recreation department, police, institutions of higher learning, and others. Early results from a 3-year Public/Private Ventures evaluation are showing AfterZone participants attending school more, being less tardy, and reporting greater school connectedness when compared to nonparticipants.

Project: Rhode Island Family Treatment Drug Court

Location: Providence, Rhode Island

Amount: $500,000

Purpose: The Rhode Island Family Court seeks funding to expand its Family Treatment Drug Court (FTDC), which serves families with newborns identified as substance-exposed during pregnancy. The FTDC works to achieve the safe, appropriate, timely, and permanent reunification of families by identifying substance-involved families who are amenable to treatment, helping parents access treatment, and developing comprehensive multi-disciplinary case plans for families in collaboration with child welfare services. Throughout the process, the court conducts intensive case monitoring. Funding will used to expand the reach of this program and to support critical partners, such as the Vulnerable Infants Program at Women and Infants Hospital.

Organization: Rhode Island Coastal Resources Management Council

Project: Offshore Renewable Energy Surveys

Location: Wakefield, Rhode Island

Amount: $3,000,000

Purpose: The Rhode Island Coastal Resources Management Council (CRMC) seeks funding to study the impacts of offshore wind turbines from the planning stage through operation. This effort will build on the existing research developed for the Rhode Island Ocean Special Area Management Plan (Ocean SAMP), a federally-recognized comprehensive planning, management, and regulatory tool that is being used to help site wind energy projects off the coast of Rhode Island. The study will monitor the natural and socioeconomic impacts of the construction and operation of new offshore turbines off the coast of Block Island, which is slated to begin in 2010-2011. The results will help federal agencies, including the National Ocean and Atmospheric Administration (NOAA), to better plan and understand the impacts of larger offshore wind farms in federal waters.

Project: Rhode Island Afterschool and Summer Learning Initiative

Location: Providence, Rhode Island

Purpose: The Rhode Island Afterschool Plus Alliance seeks funding to provide high quality afterschool and summer programs for at-risk youths. Funding will also provide professional development, training, and evaluation for these programs.

Project: Hate Crime/Civil Rights Training & Education: Law Enforcement & Our Schools

Location: Providence, Rhode Island

Amount: $100,000

Purpose: The Mount Hope Learning Center is requesting federal funding for the Rhode Island Commission on Prejudice and Bias. These funds will be used to hold 14 training sessions for police officers and recruits, conduct a forum for civil rights officers in every municipality, hold four training sessions for trauma and rape crisis groups, form student-led civil rights teams in RI school districts, and expand RI CPB’s “Building Relationships” program which brings together law enforcement and urban youth. This funding will also enable the four AmeriCorps who have worked on this project this past year to continue their work as employees.

Project: Rocky Point Coast Land Acquisition

Location: Warwick, Rhode Island

Amount: $3,000,000

Purpose: Rhode Island Department of Environmental Management and the City of Warwick request funding for the acquisition of the 80-acre coastal property known as Rocky Point. The property is an iconic site that would be preserved as open-space for public enjoyment and recreation. Funding will complete the acquisition of the entire Rocky Point property, part of which was acquired in 2008.

Project: Catch Monitoring

Location: Providence, Rhode Island

Amount: $500,000

Purpose: The Rhode Island Department of Environmental Management requests funding for software and hardware to create a reporting, recording, and marketing system for the Rhode Island’s fishing fleet and out-of-state fleet wishing to land product in Rhode Island. The system would support proper management of marine resources and new catch-share management requirements.

Project: Facility for Advanced Visualization Technologies

Location: Providence, Rhode Island

Amount: $1,000,000

Purpose: The Rhode Island School of Design (RISD) requests funding to establish a technology facility supporting interdisciplinary research in data visualization, human-machine interface design, and advanced industrial processes for modeling and fabrication. The requested funding will be used to acquire advanced equipment, provide computer and network assistance, and support research faculty, graduate students, and a full-time technician. The research studio will allow users to manipulate digital information and images with human gestures and speech. This technology can be applied to materials and industrial process research, data visualization in the health and life sciences, and architecture.

Project: Save the Bay - Marine Education Program

Location: Providence, Rhode Island

Amount: $1,000,000

Purpose: Save the Bay requests funding for its Marine Education Program, which provides enhanced marine science education to underserved middle school students. By combining classroom instruction with field experience on and around Narragansett Bay, the program gives young people an awareness of the importance of the local and global environment. The program has allowed thousands of Rhode Island students, many of whom have never observed the natural resources of the Bay, to experience and learn about them first-hand.

Project: Town of Bristol Emergency Communications Equipment

Location: Bristol, Rhode Island

Amount: $300,000

Purpose: The Town of Bristol requests communication equipment to ensure interoperable communications between its police and fire departments. The funding will ensure that the current police station (normal dispatch center for Police, Fire, EMS) and a new Fire/EOC center have a seamless connection in both radio and data communications. This will allow for a back-up to either site in the event of a major malfunction at either building.

Project: Law Enforcement Equipment

Purpose: The Town of Cumberland requests funds for computer and data equipment and fire safety equipment for its police department. A new information technology system is needed to keep the department on-line and enable the police department to maintain essential records. In addition, the department needs to acquire fire safety equipment in order to meet state fire safety mandates.

Purpose: The Town of Smithfield requests funding for night-time thermal imaging cameras for its police department. The department anticipates that these cameras will provide a valuable tool to assist patrols in searching for potentially dangerous criminals from a safe location (inside a patrol vehicle) without placing themselves or the public they serve in unnecessary danger.

Project: Rhode Island Coastal Ocean Observing System

Purpose: This University of Rhode Island (URI) requests funding to develop, organize, and formalize a sustainable coastal ocean observing system for Rhode Island (RICOOS) that will be aligned with the Northeastern Regional Association of Coastal Ocean Observing Systems (NERACOOS). URI will develop a sustainable coastal ocean observing system for Rhode Island by integrating and expanding existing observational and data management assets to monitor water quality, forecast coastal hazards inundation, and support marine spatial planning.

Project: Rhode Island Consortium for Nanoscience and Nanotechnology

Location: South Kingstown, Rhode Island

Amount: $3,000,000

Purpose: The University of Rhode Island (URI) requests funding for the Rhode Island Consortium on Nanoscience and Nanotechnology to help acquire analytical equipment, provide personnel support, and conduct outreach programs to ensure rapid translation of research to industry. The Center will focus on programs in bionanotechnology (imaging, drug delivery, and toxicity), energy nanotechnology (photovoltaics, biofuels) and environmental nanotechnology (remediation, reactive inorganic membranes). It will encourage scientific advances, promote technological innovation, produce a highly skilled work force for the 21st century, foster the creation of new startups, and help attract and retain outstanding new faculty, graduate, and undergraduate students.

Under the program, students form leadership teams to address issues of violence, bullying, substance abuse, crime, and conflict management based on the Youth Crime Watch student leadership model. In addition, Third Eye holds a two-day leadership training conference for 375 student leaders and 70 adult advisors representing 25 schools.

Purpose: The Brown University-Draper Energy Collaboration requests funding for innovative research in the field of carbon capture, carbon sequestration, and carbon conversion. Brown University and Draper Laboratory have assembled a team of experts from Brown University's Chemistry, Physics, and Engineering divisions and from Draper Laboratory to focus on reducing the cost of carbon capture from both new and existing fossil fuel power plants and designing and synthesizing catalysts for a renewable-powered reactor that converts atmospheric CO2 into economically-valuable chemicals.

Purpose: The City of Providence requests funding for the Army Corps of Engineers to conduct maintenance dredging of the Upper Providence River, part of the federally-maintained navigation channel, and to construct a permanent basin to intercept sediment to reduce future river sedimentation. This project will dredge and restore the navigability of one mile of the river in Downtown Providence and provide a permanent infrastructure to manage future siltation that currently flows into the Woonasquatucket River, the Moshassuck River, and the Providence River.

It requests federal funding to develop a standard electrical and mechanical interface and interconnection platform for flexible solar panels and solar shingle integration for both residential and commercial properties.

Project: Green Renovation of Illustration Studies Building

Purpose: The Rhode Island School of Design (RISD) requests funding to support the first year of a multi-year project to renovate its Illustration Studies Building (ISB). RISD is now in the planning stages of a major initiative to "green" its campus through the phased renovation of several college buildings in the center of Providence and adjacent College Hill. In their final form, these buildings will serve as a national model of how historic urban structures can be retrofitted and operated for environmental efficiency, incorporating advanced technologies and innovative approaches developed by RISD faculty and students. By using the RISD campus as a laboratory for research and education in these vital areas, the project will greatly enhance the ability of RISD faculty to train world-class architects, interior architects, and landscape architects, as well as practitioners of other art and design disciplines.

Purpose: The Town of Bristol in partnership with the Bristol-Warren Regional School District requests funding for a project featuring the installation of a grid-connected array, which will be mounted onto the flat rooftops of Mt. This renewable energy project is part of the Town's goal to create a new "alternative energy and sustainable demonstration project" as well as the creation of an innovative science curriculum to educate the students within the School District on the first hand operation, administration, technical training, financial benefits, and environmental responsibilities of the use of alternative energy. Students will be involved in the installation and operation of the solar panels.

Project: Project Deauthorization

Purpose: The Town of New Shoreham requests bill language that would deauthorize a small breakwater within the Block Island Harbor of Refuge in order to make improvement to the town's docks. The breakwater was originally used by the Corps during the construction of the outer protective breakwater in the late 1800's, but no longer serves a functional purpose for the Corps. Once deauthorized the property will be transferred to the State of Rhode Island, which owns the submerged lands on which the breakwater stands. The Rhode Island Coastal Resources Management Council (CRMC), which has jurisdiction over all submerged lands in the state, is aware of and does not object to the deauthorization.

Project: Point Judith Harbor of Refuge

Purpose: The Point Judith Harbor of Refuge is formed by three breakwaters, totaling 12,850 feet. The project serves as an emergency shelter for the fishing fleet, receational boats, and other vessels, as well as providing a critical shoreline buffer from ocean waves. Today, portions of the breakwater have eroded and fallen into the ocean and parts of the center breakwater are submerged at high tide, creating a potential navigation hazard. With funding provided in fiscal years 2008 and 2010, the Corps completed its assessment and has begun project planning and design for the restoration and repair of the breakwater. Funding in fiscal year 2011 will be used to prepare a design memorandum for the breakwater repair.

Purpose: Boulders at the mouth of Charlestown Breachway are a severe safety hazard to vessels attempting to enter or exit Ninigret Pond. The rocks create extra turbulence in the channel, making navigating around the rocks particularly difficult, especially when wave energy is high. There are on average 20 grounding incidents on the rocks per year, and severe damage causing complete loss of a boat occuring on average once every 10 years. While the damages from groundings are significant, town officials are most concerned with the potential for loss of life during a grounding accident in poor conditions.

Project: Block Island Harbor of Refuge

Purpose: The project will complete repairs to the bulkhead within the Block Island Harbor of Refuge, the subsistence harbor for Block Island, which is located about 13 miles offshore. The 260-foot long east bulkhead located within the inner basin of the harbor was last repaired in 1970 and is in disrepair, jeopardizing the stability of the adjacent bank. The proposed work includes replacing the steel sheet piling and stabilizing the bulkhead with a stone revetment fronting the structure. The project will bolster the integrity of the Block Island Harbor of Refuge, which is the subsistence harbor for the island, serving as the major point of access and accommodating significant ferry traffic and recreational boating.

Project: Woonsocket Local Protection Project

Purpose: Pursuant to the National Defense Authorization Act for Fiscal Year 2008, the Army Corps of Engineers assumed title and responsibility for the annual operation and maintenance of the Woonsocket flood protection project in January of 2009. The project provides protection for about one-half of the industrial properties in the City of Woonsocket, as well as homes, commercial establishments, extensive transportation facilities, and public utilities.

Project: Fox Point Hurricane Barrier

Purpose: Pursuant to the National Defense Authorization Act for Fiscal Year 2007, the Army Corps of Engineers is assuming responsibility for the operation and maintenance of the Fox Point Hurricane Barrier in Providence, Rhode Island. Built in the 1960s, as a joint flood control project by the City of Providence and the Army Corps of Engineers, the barrier employs three 35-foot high gates, an electrically driven pumping station, and dikes to protect tens of thousands of people and approximately $5 billion worth of property. Funding will support continued operations and maintenance on the barrier.

Project: Pawcatuck River and Little Narragansett Bay, RI

Purpose: The funding will allow maintenance dredging of Pawcatuck River and Little Narragansett Bay. This channel will support significant commercial and recreational vessel traffic, benefitting several marinas, boatyards, and commercial fishing vessels along the Pawcatuck River in both Rhode Island.

Project: Offshore Wind Energy Research Initiative

Purpose: The University of Rhode Island (URI) requests funding to increase its capacity to study and support offshore wind energy development. URI has been an integral resource in the development of the Rhode Island Coastal Resources Management Council's Ocean Special Area Management Plan (SAMP), a planning process that is shaping the development offshore wind energy generation off the coast of Rhode Island. This federal funding will enable URI to expand its ocean engineering and oceanography programs to create graduate studies in offshore wind and marine renewable energy. This increased capacity will be important as both Rhode Island and the federal government begin to site and permit offshore wind projects in state and federal waters. Funding will also be used to make improvements to URI's Wave and Tow Tank computer systems to model the effects of waves on offshore wind facilities and to support faculty and staff positions.

Project: Genetic Improvement of Switchgrass for Biofuels

The application of conventional genetics, molecular breeding, and genetic modification provide powerful approaches for improvement of traits important to the development of energy crops, including enhanced cellulose content, improved biomass yields per acre, and decreased inputs.

Purpose: The Beavertail Lighthouse Museum Association requests funds for renovations to the historic Beavertail Lighthouse, which was listed on the National Register of Historic Places in 1977. Funding will be used to refurbish two historic site museum buildings and preserve the orginal 1749 foundation. The project is in accord with the Beavertail Light Station Master Plan, which preserves the site buildings and expands the small existing museum into other buildings on the site.

Purpose: The John H. Chafee Blackstone River Valley National Heritage Corridor Commission requests continued programatic funding under its exisitng authorization, notwithstanding the Administration's proposal to cut funding for Heritage Partnerships in half and to prevent Heritage Areas that have beeen authorized for more than 20 years from receiving regular program grants. The Blackstone Valley Heritage Corridor Commission is in the last year of its federal authorization and is preparing for the possible conversion of several elements of the Corridor into units of the National Park System, pursuant to the recommendation of a forthcoming National Park Service Special Resource Study. The Park Service expects to designate a preferred alternative under the study by June 2010 with a final recommendation by September 2010. Level funding of the Heritage Partnership program is requested so that capacity at the Blackstone Valley Corridor is not lost over the transition period.

All agreements are structured in part to develop local partners' capacity to continue the work after initial federal funding assistance.

This upgrade will help the city to comply with a Rhode Island Department of Environmental Management permit and consent agreement. The goal is for the facility to meet an effluent phosphorus limit of 0.1 miligrams per liter between the months of April and October to reduce nutrient impacts on the Pawtuxet River and Narragansett Bay.

Project: Combined Sewer Overflow Abatement, Phase II

Purpose: The Narragansett Bay Commission (NBC) seeks funding for Phase II of its Combined Sewer Overflow (CSO) Abatement project. Phase I of the NBC's CSO Abatement Project, which allowed approximately 40 percent of annual CSO flow to be diverted to a 62 million gallon capacity tunnel 250-feet below the ground, was completed in 2008 on time and on budget. The project has significantly reduced CSO discharges into the Narragansett Bay, but has not eliminated them. Phase II will allow additional CSO flows to be diverted from the Woonasquatucket and Seekonk Rivers into the Phase I tunnel where they can be held until they can be treated at the Fields Point Water Treatment plant.

The project will help restore the Pawtuxet River ecosystem; foster environmental justice and improve public health for low-income communities; and benefit all Rhode Islanders by cleaning and enhancing one of the state's signature areas of public open space.

Project: Narragansett Indian Health Center (NIHC) Replacement

Purpose: The Narraganset Indian Tribe (NIT) requests funding to construct a new 21,000-sq. ft. health facility to replace the existing health center facility for its 2600 members and the more than 5000 members of other federally recognized tribes. The Narragansett Indian Tribe Health Center (NIHC) will work with IHS, HUD, and USDA to meet their construction standards in delivering this project. NIT has had an Annual Funding Agreement with IHS since 1984, which sustains the operation of NIHC. This funding will match more than $4.5 million in federal funds already committed the project, as well as more than $1 million from the NIT.

Purpose: The Pawtucket Water Supply Board requests funding for efficiency improvements in the city's drinking water supply system. The project includes the installation of an energy recovery turbine on a process water line. The tubine will capture energy as water is circluated between a treatment facility and storage tank. The energy will either be used on site or sold back to the grid. The project will also include hydraulic and asset managment modeling and leak detection to help better conserve the drinking water supply.

Purpose: The Touro Synagogue Foundation requests funding for the restortation of historic Touro Synagogue, which was designated as a National Historic Site in 1946. Touro is an affiliate of the National Park Service and is a National Trust for Historic Preservation site. Over its 247 years of existence, Touro has undergone three major restorations. The latest, begun in 2005, has restored the systems and structure of the facility. Still outstanding are the restoration of the original women's lounge, the classroom, and the historic fence and gate.

Purpose: The Town of Bristol requests funding to upgrade an existing drainage culvert and install a tidal floodgate at the outfall of Tanyard Brook. The existing culvert is under capacity and creates significant flooding to neighborhoods and streets during rain storms. The Town of Bristol has had the project engineered and it is currently pending with the State Deparment of Environmental Management. Coastal Resources Management Council has recently issued the permit for the project.

Purpose: The Town of Lincoln requests funding to upgrade its wasterwater pumping stations. The pumping stations were inspected as part of the 2006 Wastewater Facility Plan and many are approaching the end of their design life. This proposed project is one element of a multi-phased capital inprovement plan, including overhauling wetwells for four submersible pumping stations, replacing bubbler system controllers and pressure gauges at five wetwell/drywell pumping stations, replacing the damaged water seal system at the Angell Road South pumping station, and installing new energy efficiency measures in all 33 pumping stations.

Purpose: The Town of Middletown requests funding to help reduce storm water discharges into Easton Bay, which includes two adjacent recreational beaches: Easton Beach in Newport and Atlantic Beach in Middletown. The beaches have experienced periodic closures over the past several years due to bacterial contamination related to stormwater effluent. This funding would implement stratgies supported through the studies the town conducted to address the bacterial contamination on Easton's Bay.

Purpose: The Town of Westerly requests funding to continue water infrastructure improvements designed to redirect stormwater discharge away from the head of Winnapaug Pond, an ecologically significant coastal salt pond. In two earlier phases of the project, the town built a centrally located pump station, a discharge force main, and a detention pond at the new outfall location. This funding would complete the new storm water collection system and eliminate the old outfall at the head of the pond.

Project: Bay Street Drainage Reconstruction

Purpose: The Town of Westerly requests funding to replace and augment deteriorated drainage system structures that handle storm water conveyance in the historic Watch Hill waterfront area. The existing system was installed during the late 1800's and early 1900's. The original steel pipes have deteriorated due to corrosion and have plugged due to sedimentation. Catch basins have crumbled and collapsed. The result is frequent flooding of the historic waterfront area.

Project: Lederer Theater Center Capital Improvements

Purpose: The Trinity Repertory Company requests funding to support necessary improvements to its historic facility, the Lederer Theater Center. Funds will replace the theater's roof, install an ADA-compliant automatic door-opener at the main entrance, increase access for Rhode Islanders with physical disabilities, and enable the theater to meet fire code regulations.

Project: Fire Station Number 3

Location: Cranston, Rhode Island

Amount: $1,384,650

Purpose: The City of Cranston requests funding for a new fire station to replace its existing Station Number 3 (1384 Cranston Street), which was built in 1927 and is in poor condition. The new station would allow the fire department to maintain rapid response times, accomodate modern vehicles, store reserve apparatus, and provide much safer working conditions for the city's firefighters. In constrast to the existing two story, 2352 square-foot structure, the new station would have a three bay, one story structure with 8,521 square feet. Importantly, the new station will eliminate the need for emergency vehicles to back into oncoming traffic in order to park. It will also ensure essential city services will be available to support a proposed local revelopment initiative (Cranston Print Works/Keep Space Redevelopment Initiative). The funding requested would support 65% of design and construction of the new station with remaining funds provided through bonding authority.

Purpose: The City of Providence requests funding to rehabilitate the City's existing neighborhood fire stations. Most of the City's neighborhood fire stations were built between the early 1930s and 1950s and have not been significantly remodeled. Two stations were built in 1914 and two were built in 1905. The plumbing and electrical systems are inadequate for a modern fire department. Rehabbing the fire stations will keep the neighborhood fire stations in their present locations and bring them up to optimum efficiency. The project will also enhance the local neighborhoods due to improved fire department buildings and safer walk ways around them.

Purpose: This project will fund the construction of a new Fire Station and Fire Headquarters complex to replace the current building, which was built in 1946. The current building is structurally unsound and the floor is unable to support the weight of fire service vehicles. The elevation of the building has caused floor instability issues, which is an ongoing problem despite several repair attempts and the construction of additional supports. The new structure will be built on concrete slab, providing a firm foundation, which is expected to last for up to one hundred years. The new building will support 24 hour firefighting coverage and will include offices for essential administrative support.

Project: Exit Lane Control Breach System

Location: Warwick, Rhode Island

Purpose: The Rhode Island Airport Corporation (RIAC) requests funding for an Exit Lane Breach Control Door System, which would prevent individuals from gaining access to secure areas of the terminal through the corridors (exit lanes) that passengers use to leave the terminal. The system has already been approved by the Transportation Security Administration (TSA) and has been tested at the Atlantic City New Jersey Airport. Recent security breaches through exit lanes at other airports forced them to shut down until the security breach was located, resolved, and cleared. Existing emergency services facilities cannot adequately support the expanding development in the area, which includes Bryant College and Fidelity Investments. Recently, Bryant College added a new townhouse building and residential hall, and Fidelity Investments added a new 550,000 square foot facility. The current fire department headquarters lacks the necessary square footage to effectively serve the surrounding community and manage emergency operations.

Constant erosion threatens to topple the wall and cut off access to the lighthouse. A 2007 storm actually breached this section. A 2009 engineering report concluded, "The wall in its present condition is a threat to anyone near the wall and reconstruction or other protection measures need to be implemented at once." Since 1986 the WHLKA has maintained the lighthouse buildings and property under a lease from the United States Coast Guard (USCG). The repairs would enhance public safety and ensure continued access for the USCG to keep the light and foghorn operational, and access for the public to the 150 - year old lighthouse.

Nine separate studies have indicated that NWP instruction for teachers has translated into greater success in writing performance for students.

Training will include strategies and standards for accessing care and integrating primary and behavioral health care resources. This system addresses the requirements for Assault DIRCM on rotary wing aircraft, as well as brownout condition imaging. In addition to meeting the TTA requirements of Naval Air Systems Command PMA-272, the mid-wave IR imaging is of extreme interest to Naval Sea Systems Command PMS-435 for MWIR submarine imaging systems, littoral water platform protection, and distributed underwater network sensors. Additionally, this system addresses the broader military needs for hostile fire detection and thermal imaging. Funding for this project will enable Agiltron to open a new Rhode Island facility, which will create over 300 new high wage, high skill jobs over the next three years.

This new technology will enhance navigation, stability, control and energy consumption, and launch and recovery reliability. It will also provide submarines equipped with missile tubes additional stowage space for torpedoes. The majority of work on this project will be conducted in Rhode Island at the Alion’s Middletown office, New England Boatworks in Portsmouth, and the Naval Undersea Warfare Center in Newport. Additionally, electronics and other components will be procured from Rhode Island entities. This project will create approximately 20 new jobs.

This final phase involves the complete testing and analysis, and perform design and fabrication of a prototype fly-away system for the Navy. This project would create about 5 jobs at NUWC, which would support maintenance and de-installation of test equipment, testing, engineering and analysis

The project will provide for additional job training and the creation of 8-12 new positions including lab technicians, professional support, and production personnel.

This new technology will enable the Navy to maximize savings opportunities through common construction, and test and maintenance processes. This project will help sustain 2,100 jobs at Electric Boat’s RI facility in Quonset. It will also generate 30 jobs at Electric Boat in Groton, Connecticut.

Prototypes developed for the Missile Defense Agency, the Air Force Research Laboratory, NASA, and the Defense Advanced Research Projects Agency (DARPA) have demonstrated the potential of this technology to dramatically increase the energy efficiency, reliability and performance, while significantly reducing size and weight. This project will create 20 jobs in the next three years and 50 in the next five years.

It is estimated that 10 new jobs will be created with the requested FY 2011 funding.

This new technology, which will use Redundant Cell Array Technology (RedCAT), will provide the Navy with a lower cost alternative to the older silver-zinc battery technology, by delivering over 500 discharges for the same purchase cost. The new lithium-ion battery will meet Joint-Multi-mission submarine requirements, and will minimize safety issues by distributing the battery energy into many small format battery cells. This project will allow Modular Energy Devices to create 15 long term positions in Rhode Island.

Project: State-of-the-Art Marine Platforms for Unmanned Systems

Purpose/Project Description: This project will develop efficient, low-cost marine platforms to support the growing use of unmanned systems. This will be done by combining composites and the M-hull technology, and integrating mission packages rather than retrofitting old and obsolete systems for each mission. This project includes the design and construction of M40 LilyPads, which will provide a better alternative to the current generation of military ships, which are too expensive and ill-equipped to support the interoperability of the various unmanned systems. This purpose of this project is to promote the effective use of unmanned Naval weapons and intelligence gathering systems, while reducing operational and capital costs, and risks to the warfighter. The M40 LilyPads will be designed by MSHIP in Newport and constructed at New England Boatworks in Portsmouth, and will create 12 new jobs.

These next generation solar devices will utilize semiconductor CIGS (Copper Indium Gallium diSelenide) technology, which is an environmentally cleaner, safer (non-carcinogenic) and more efficient alternative to current solar panel technology. CIGS solar panels are anticipated to convert up to 20% of captured sunlight into electricity. The goal of this project is to reduce the logistics footprint of fuel transport, and provide a sustainable energy solution for both military and commercial uses. Technic will hire a minimum of five new employees (engineers and chemists) in Rhode Island.

Project: Tactical RPG Airbag Protection System (TRAPS)

Purpose/Project Description: This project seeks to develop effective, lightweight low-cost external airbag technology. This system protects military vehicles by inflating and encapsulating rocket-propelled grenades (RPG) before they would hit a vehicle. The requested funding will complete the designs needed to establish production facilities, test capabilities, production improvements and training resources for the new system, so it can be fielded to the M-ATV/Stryker expeditiously. Purpose/Project Description: This project will develop technology that eliminates the dangers to civilians posed unexploded ordnance (UXO), by initiating an embedded degradation reaction that transforms the explosives to inert compounds. The research proposed for this project will provide the technology to meet the requirements for compliance with the Department of Defense’s policy on cluster bombs, which requires 99% of the bomblets in a cluster bomb to detonate (a one percent failure rate), reducing the presence of unexploded ordnance and danger to civilians.

Purpose/Project Description: This two year project will develop the capability to provide early detection of Improvised Explosive Devices (IED) at their source, and to disrupt the entire IED chain by exploiting new developments in multispectral remote sensing. It will utilize the recently opened Homeland Security Center of Excellence in Explosives Detection, Mitigation, Response and Characterization to adapt multispectral imaging technology, already successfully demonstrated for the Army Research Development and Engineering Command, by working with its Night Vision Laboratories to exploit these signatures. Funding for this project will create a fieldable system for standoff explosives detection, provide for the testing of this technology, and enable the deployment of this capability in high threat areas including Afghanistan and Iraq.

The city will also replace the existing football and soccer field with an artificial surface which will improve the durability of a facility that provides recreation opportunities for the city’s schools. This athletic complex is used by all three high schools for games and practices. Two other city schools will utilize the facility for physical education classes.

The project funded in that bill was the for the purchase of buildings to address homelessness. PROCAP was able to purchase the properties it needed for less than amount provided under the law. The bridge was originally built in 1958 to carry 60,000 vehicles per day, but presently carries approximately 162,000. Since 2008, the bridge has been posted with an 18 ton weight limit and the diversion of heavy vehicles is mandatory.

Description: The Rhode Island Department of Transportation requests funding for the replacement of the I-95 Providence Viaduct, a 1,290-foot elevated structure that provides a vital link in the I-95 corridor and carries 230,000 vehicles per day. The structure is 45 years old and has deteriorated to the point where it is in need of complete replacement. In order to keep I-95 open and operational without load restrictions, three emergency repairs were conducted 2008 and 2009, but FHWA will no longer authorize funding for the continued rehabilitation of the structure. It must be replaced. Under the state’s Transportation Improvement Program, no funding is budgeted for the project until 2012, and due to other demands, work will have to proceed at slower rate than is desirable for a project of this importance.

The Blackstone River Bikeway is being developed to provide a safe, efficient, and continuous facility that encourages bicycle riding as an alternate means of transportation along the original transportation route of the Blackstone River and Canal between Providence and Woonsocket. Integral to this innovative transportation project is the strategic connection of historic sites, municipal centers, state and local parks, recreational facilities, and scenic areas and locations in the Blackstone River Valley.

Description: The Rhode Island Department of Transportation requests funding to initiate a comprehensive program to replace or repair deficient bridges. Of the 792 structures in the state’s bridge inventory, 164 bridges (21%) are categorized as structurally deficient. Because the existing level of state and federal funding is not sufficient to address the backlog in repairs, projects have been prioritized based on factors such as traffic volume and function. Consequently, much of the available funding has been utilized to repair larger bridges, while work on medium-sized bridges has been deferred. Without additional funding to address this need, rehabilitation and replacement of these structurally deficient bridges will continue to be delayed, increasing the risk that they will be closed all or some vehicles. Repair of these structurally deficient bridges advances the federal responsibility to maintain bridges on the federal aid highway system.

Additionally, the home will feature a 15-resident transitional dementia unit that will help those who need more direct attention than assisted living.

Extending the Greenway Trail System will provide walking/bicycle connection across the Jamestown Bridge from North Kingstown to Jamestown Village. This bike path will offer the public the experience the spectacular view-shed that has preserved with federal, state, and private support.

Funds will be used to help acquire property that has suffered repeat damage, undertake protective measures to guard against future floods, to make enhancements to allow greater access for local businesses at their current locations or in new locations within the town. The project will focus on River Street and other areas along the Pawtuxet River.

Project: Canal St./White Rock Rd. Reconstruction

Purpose: For roadway reconstruction and streetscaping

Description: The Town of Westerly requests funding for roadway structure, safety, and visual appeal of the roadway corridor heading north from downtown (Canal Street from Railroad Avenue north to White Rock Road and White Rock Road in its entirety). These roadways run from downtown Westerly along the bank of the Pawcatuck River to the village of White Rock. This is a mainly commercial/industrial area that contains working textile mills, housing, and commercial buildings. This project will address the rehabilitation and reconstruction of the pavement structure along with improvements to sidewalks, safety features, guardrails, signage, storm drainage, and enhancement of the function and appearance of the roadways.

Project: Youth Development Center Renovation Project

Location: North Providence

Amount: $550,000

Purpose: for the purchase and renovation of a building to serve as a youth development center

Description: Tri-Town Economic Opportunity Committee seeks funding to improve, renovate, and re-open an existing facility formerly used to house the North Providence and Johnston Boys and Girls Club. The purpose of the program is re-open the building to facilitate a Youth Development Center to serve approximately 2,000 children, youth and families, providing GED; ESL and adult basic education; employment and training programs; summer youth; post-secondary education; career exploration; basic job skills training; youth leadership; and case management. Renovations will also allow Tri-Town to accommodate two Head Start classrooms.

Project: South Providence Neighborhood Center

Location: Providence

Amount: $300,000

Purpose: for the renovation and expansion of an existing facility

Description: The Urban League of Rhode Island requests funding to expand of its current facility by 9,000 square feet to create a neighborhood center in one of Rhode Island's most distressed areas – South Providence. The facility will be accessible free of charge for community forums, trainings, political charrettes, 12 step programs, Boy/Girl Scout troops, secondary school homework clubs and arts programs, Green Job trainings, health and wellness seminars, job readiness trainings, continuing education courses, and cultural fetes. Programs at the center will be funded through state and city funding, private sector donations, volunteers, and current staff at the Urban League.
